Frances was born to Delbert and S. Helen Eaton on September 12, 1933 in Terry, Montana. She was the youngest of five children; Margaret, Harold, Vernon, and Dorothy. At an early age her family moved to Oak Harbor, WA. Frances graduated from Oak Harbor High School in 1951.

She met the love of her life James Lee Burns and they married February 22, 1952. Jim served in the Navy, moving from Hawaii, Iowa, and then back to Oak Harbor. In 1960, Frances and Jim settled in Mount Vernon, WA. They shared 62 years of marriage when Jim passed in October 2014.

Mother of three children; Darrell, Florence and Carl, she volunteered for the school PTA, was a room mother and assisted with girl scouts and boy scouts.

Frances was a seamstress, an avid rug hooker and made many wonderful wall portraits. She enjoyed knitting, crocheting, cooking, baking and working on puzzles.

Frances spent extensive time with her grandchildren, teaching them to play cards and board games.

Frances and Jim loved music from the Old Time Fiddlers. They also spent time swimming at the YMCA together.

She is survived by her loving family; son, Darrell (Charlene) Burns of Mount Vernon, WA, daughter Florence Rose-Banks (Bruce Banks) of Mount Vernon, WA and son Carl (Carla) Burns of Long Beach, WA; grandchildren, Nathan (Charlotte) Burns, Ann Burns (Chad Agan), Alisa (Jeremy) Hoffman, Dustin Rose and Devin Rose; great-grandchildren, Callie and Cooper Burns and Addison Rose-Campbell; siblings, Margaret Bodin, (sister), Dorothy (Johnny) Schulz (sister), Helen Eaton (sister-in-law) and several nieces and nephews.
