US Congressman, Civil War Union Army Officer. Born in Ohio, he studied law at the office of his uncle, William R. Sapp (United States Congressman from Ohio, 1853 to 1857). In 1850, he was admitted to the bar in Ohio and became a popular and successful attorney in Mount Vernon. He was appointed as the prosecuting attorney of Knox County in 1854. He continued his law practice after moving to Omaha and became the adjutant general for the Federal Territory of Nebraska when the Civil War began. He was appointed by Governor Alvin Saunders as a Lieutenant Colonel with the 2nd Nebraska Cavalry in 1862. The regiment was assigned to protecting emigrants and federal property while guarding the frontier. They were involved in several skirmishes with Sioux and Pawnee Indian tribes. After he was honorably discharged and mustered out of the service, he moved to Iowa and became a member of the Iowa Legislature. He was appointed by President Grant as the United States District Attorney for Iowa from 1869 to 1873. Elected as a Republican to represent Iowa's 8th District in the United States House of Representatives, he served from 1877 to 1881. He was not a candidate for reelection in 1880, and resumed his law practice in Council Bluffs, Iowa until his death in 1890, two days after he became 66 years old.
