LORAINE - Billy Edward Kelly passed away on March 23, 2018 after a lengthy illness. He was born in
Sulphur Springs on January 8,1947 to David and Ruby Kelly.

As a young boy, the family moved to the Miles, TX, area where he attended school. There he met and married Ruth Browning on December 26, 1970.

He worked on the farm, the Ballinger Police Department, and the Texas Highway Department. In 1980, he started working for AEP in Ballinger. Later he transferred to Robert Lee as the manager of the local office before moving to San Angelo in the AEP customer service department where he worked until he retired in 2002.

Billy and Ruth moved to Loraine in 2007. He was a member of First Baptist Church in Loraine. While in Ballinger, Robert Lee, and Loraine, he was involved in many civic activities.

He and Ruth spent much time traveling all over the United States. He loved to joke with people and never lost his sense of humor. He never met a stranger.

Billy is survived by his wife of 47 years Ruth, his daughter Rita Cox and husband Darrell of Lincoln, Nebraska. He is also survived by two grandchildren Andy and Tiffany Cox of Lincoln, Nebraska; two brothers Bobby (Lois) and Danny Jackie (Linda) Kelly of San Angelo and sister Nancy Teague of Chillochthe, TX, two sisters-in-law Annette Cooper of Savoy, TX, and Della (Bob) Vickers of Rowlett, TX, and several nieces and nephews.

He was preceded in death by his parents, David and Ruby Kelly and his father and mother-in-law Earl and Annie Browning of Loraine, sister Betty Cook, and two brothers, Wayne and Jerry Ray Kelly.

Funeral services will be Tuesday, March 27th at 2:00 p.m. at First Baptist Church, Loraine, with Bro. Herb Roever officiating. Visitation will be at 1:00 before the service. Internment will be in Loraine Cemetery.
