US Congressman. He served in the United States House of Representatives from the 1st District of Iowa from January 3, 1965 to January 3, 1967. He served in the United States Navy during the Second World War. After his military service, he attended the University of Delaware where he earned his bachelor of arts degree in 1949. He went on to attend the University of Virginia where he received his master's degree in 1952 and his Ph.D. in 1954. In 1954, he joined the faculty at the University of Iowa and remained there for the next ten years. In 1964, he decided to run as a Democrat for Iowa's 1st District seat in the United States House of Representatives against incumbent Republican Rep. Fred Schwengel. He was successful in the November general election and served one term in the House before losing his re-election against Schwengel in 1966. After his House tenure, he went back to teaching at the University of Iowa where he remained until 1973. He would unsuccessfully try to regain his old House seat twice (1968 and 1972). In 1973, he left the University of Iowa to become a professor at the University of Southern California. He remained at the U.S.C. until 1992 when he retired. He would remain a professor emeritus at the college until his passing.
