Born on May 27, 1933 in Pine Bush, New York, Nancy was the daughter of Edward and Marion Dalby. She graduated from Marlboro High School and received a bachelor degree in Nursing from Cornell University-New York Hospital. She worked in the Newburgh Schools as a school nurse teacher and nurse practitioner for 28 years. During her tenure, Nancy was a recipient of a Robert Wood Johnson Foundation grant. This allowed her to attend Albany Medical Center to become one of the first Nurse Practitioners in New York State. Nancy was named Nurse Practitioner of the Year in 1988.
