Civil War Union Brevet Brigadier General, 33rd Governor of Ohio, US Congressman. Served during the Civil War as Colonel and commander of the 118th Ohio Volunteer Infantry. He was brevetted brigadier General, US Volunteers on March 13, 1865 for "gallant and meritorious services at the battle of Resacam Ga." Served as Governor of Ohio from 1877 to 1878, having assumed the Governorship when Rutherford B. Hayes became President. After his term in office concluded, he was elected to represent Ohio's 2nd District in the United States House of Representatives, serving from 1879 to 1883.
