Lloyd R. Carter, 67 of Rocky Hill and Glastonbury died on December 14, 2017 after a valiant battle with lung cancer. Born on September 17, 1950 in Washburn, Maine, he spent much of his childhood in Vernon.

In the last 20 years of his life he worked mainly as a Professional Painter, and managed the paint shop at the Rocky Hill V.A, for several years until his illness forced retirement. Known by many as simply "The Painter" he was well known for his perfectionism and incredible work ethic and well known throughout the entire V.A. Ruth used to say he could fix anything and he could, making their home together extraordinarily beautiful. Lloyd was a proud Veteran who served his country honorably in the U.S. Army. Ruth was a able to be at his side the entire last day of his life, sharing memories of good times, all of their special kitties and thanking him for always honoring his promise to her father, Bernard "Pop" Bentley, with whom he had formed a special bond that "It's ok to go, Pop, I promise I'll always take care of Ruthie" and he did so until he took his last breath.
