Phoebe Ann Elizabeth Owens was the daughter of Elbert Owens (1826-1852) and wife Sally (1829-?). This information from 1850 Federal Census of Giles County, Tennessee.

It is believed that both her parents died in the Typhoid Fever Epidemic in Giles County, Tennessee in the early 1850's because Phoebe Ann Elizabeth Owens and her brother William Elbert Owens are both shown in the household of their grandfather Robert M. Owens in the 1860 federal Census of Giles County, Tennessee.

She married Thomas M. Defoe in Giles County, Tennessee on 30 April 1868. They were the parents of eight known children: James Thomas 1871; John Albert 1873; Robert H. 1875; Maria 1878; Charles N. 1880; Josephine Elizabeth 1883; Samuel Lee 1885; and Julia Virginia 1891.
