New York political leader and jurist. He attended school in Cazenovia, studied law, and was admitted to the bar in 1849. Andrews was Onondaga County District Attorney from 1854 to 1857. He served as Mayor of Syracuse in 1861 and 1868. In 1870 he was elected Associate Judge of the state Court of Appeals. Andrews was appointed Chief Judge in 1881 and served until losing his bid for reelection in 1882. He was returned to the Court of Appeals in 1884, and was again Chief Judge from 1895 until his 1897 retirement. He was a Trustee of Syracuse University from 1879 to 1918, and was the father of New York Court of Appeals Judge William Shankland Andrews.
