Howard was born in Anderson Co, TX to Joel Saunders and Lucinda Walters Welborn Walters. His parents are buried in Liberty Cemetery in northern Anderson County. Howard married Virginia Florence Day 29 September 1909 in Anderson County. They were the parents of Howard Ecta Walters and Veda Walters Moore.

FORMER SCHOOLMAN H.A. WALTERS DIES
Howard A. Walters, a veteran educator and former Anderson County school superintendent, died at 11:30 p.m. Wednesday in a local hospital following a lengthy illness. He was 76.
Funeral services are to be held at 10 a.m. Friday in the Hassell & Foster Chapel here with Dr. R. L. Badgett, pastor of First Christian Church here, and the Rev. Collin Furr, former pastor of the Elkhart Methodist Church, officiating. Burial will follow in Strong Memorial Park at Slocum with Nephews serving as pallbearers.
Mr. Walters was born in Anderson county October 15, 1889, son of the late Joel Walters and Mrs. Lucinda Welborn Walters. He and his wife, Mrs. Florence Day Walters, moved to Palestine one and a half years ago from Slocum, where both had devoted years to teaching school.
He retired in 1956 after 46 years of service to the public schools. Eight of those years were spent as superintendent of the Slocum schools and four years as county school superintendent.
Both of his children, Ecta Walters and Mrs. Joe Edward Moore, have followed in the profession which their parents were engaged in for so many years. Mrs. Moore now teaches at Alamo Elementary School in Palestine and Ecta Walters of Elkhart is Anderson County school superintendent-elect.
A member of the Christian Church and Elkhart Masonic Lodge, Mr. Walers resided her at 1112 East Angelina Street.
He is survived by his widow, son and daughter; a sister, Mrs. C.L. Day of Palestine; two grandchildren, Mrs. Virginia Walters Hutto of Waco and Miss Becky Walters of Elkhart; a great-granddaughter, Miss Merry Lynn Hutto of Waco; and several nieces and nephews.
