Roy was born September 4, 1923, in Essex, New York, son of the late Marshall D. Phillips, Jr., and the late Maud James Phillips. He was a WWII veteran, retired from Charleston County Public Works, was a member of the Elks Lodge, American Legion, and a life member of VFW Post 3142.
He is survived by his wife Mary E. Phillips, Goose Creek, SC; son Larry Phillips of California; four stepchildren: Roger Howard (Suzie) of Arizona, Al Howard (Kelli) of Hanahan, SC, Sylvia Howard Hawkins (Larry) and Emily Howard Smith (Ron) all of Ladson, SC; two granddaughters; seven grandsons; three great-grandsons; one brother, Clarence Phillips and one sister, Virginia Cross.
Roy was predeceased by three sisters and one brother.
