David J. Rugee was born at Culver City, California to parents Don Morlock & Betty Mae (Leigh) Rugee.
Upon graduating from high school, he enlisted in the United States navy in 1968 and served until 1972. During his stint in the service he received technical training in Electronic Navigation Systems. After his honorable discharge he attended the Los Angeles Trade Technical School receiving a degree in Radio Communications in 1974.
Following this training he worked for Pacific Bell for ten years as a Special Services Manager, working on projects such as the Rode Bowl annual event, the Space Shuttle recovery at Edwards AFB, and the 1984 Summer Olympics in Los Angeles. Later he worked for Loral Terracom, Inc as a program manager. He later worked Velocital, Inc as a Lead Project Manager and also at GCB Services Inc. as a construction manager. Over the years, he worked for several telecommunication companies such as Nextel, Alcoa, Cellular One, and others.
