A native of Newbern, N.C., Mr. Carter was a retired construction worker and member of Zion Light Church. He also served in the U.S. Army during World War II.
Survivors include three daughters, Caroline Harris Woodberry, Mary Linder Pittman, Dorothy Fentress, all of Norfolk; two sons, Herbert Harrell and Elias Cherry, both of Norfolk; five grandchildren and 14 great-grandchildren.
A funeral will be conducted at noon Thursday, August 1, 1996, in Graves Funeral Home Chapel by Elder William Best. Friends may join the family at 848 Smith St. Burial will be in Roosevelt Memorial Park.
