John Cooper Bailey was born to David and Mary Bailey (both of whom were born in Ireland). According to the 1900 Census, John had three sisters; Margaret (Maggie), Anna and Elizabeth (Lizzie). On September 12, 1918, John was required to register for the draft. He listed his physical description as being tall with a medium build and having blue eyes and light brown hair. Around 1921, John married Minnie Krueger. John and Minnie had one son, John Krueger Bailey. The 1930 Census lists John's occupation as that of a clerk for the steam railroad. In addition, John, Minnie and John were listed as living in Midlothian, Illinois in Cook County.
