Born to the late Maxon and Grace Bryant Frost, Charlotte was a life resident of the Minetto-Fulton area. She worked in the wrapping department at Nestlé's in Fulton for 38 years. In her spare time Charlotte enjoyed playing BINGO and gambling. She was predeceased by her husband, William E. Phillips in 1986.
Surviving are her children, Deborah Allen of Hannibal, Maxine Wing of Oswego and Kenneth Phillips of Albuquerque, NM; seven grandchildren; 15 great-grandchildren as well as several nieces and nephews.
Calling hours are 4 to 6 p.m. Thursday, December 28 at Foster Funeral Home, 910 Fay St., Fulton with a 6 p.m. funeral service to follow. Burial will be at Mt. Adnah Cemetery, Fulton.
