Joel is a son of Sixtus Ellis Johnson and Mary Stratton. He is named after his grandfather. Joel was born in Erastus, Arizona. They family went into northern Mexico before he was six years old.

They lived at Colonia Juarez. His mother died in 1891 when Joel was only nine. In 1912 Joel joined the exodus of Saints as they were driven from Mexico by the Revolution. When he returned to Mexico, he made his home in Colonia Pacheco.
