The son of James Clarke and Margaret Adams, Joe Clarke joined the N.W.M.P.; later studied law as Osgoode Hall; moved to the Yukon after graduation where he was admitted to the bar and spent two years on the territorial council. He moved to Edmonton to practice law and served as an Alderman for the city of Edmonton for four years, 1912, 1914, 1915, and 1925. He was elected to serve as Mayor of Edmonton from 1919 until 1920 and again from 1934 until 1937.
