US Congressman. Graduated from Litchfield Law School in Connecticut and moved to Chillicothe, Ohio when he was 20 years old to practice law after being admitted to the Ohio Bar Association. He was elected as an Anti-Jacksonian to represent Ohio's 7th District in the United States House of Representatives, and served from 1835 to 1841. He became a Whig Party candidate after his first term and was the chairman for the Committee on Public Expenditures during his final two years in office. He declined to become a candidate for renomination in 1840 and moved to Cincinnati, Ohio to resume law practice. He was appointed by President Millard Fillmore in 1849 as surveyor for the Port of Cincinnati and filled the post for four years until he ventured into railroad development.
