United States Congressman; state and Federal court judge. Reed moved to Adel, Iowa in 1857. He was admitted to the bar in 1859 and practiced law in Adel until July 1861, when he enlisted as a 1st Lieutenant in the 2nd Iowa Independent Battery of Light Artillery. Promoted Captain in October 1864, he served until being mustered out in June 1865. Following the war, he resumed his practice in Adel, and served as member of the Iowa State Senate in 1866 and 1868, before moving to Council Bluffs, Iowa in 1869. There he was named a district court judge.

He was elevated to the Iowa Supreme Court in January 1884. He served until resigning in February 1889 after his election, in November 1888, to the U. S. House of Representatives. He represented Iowa's 9th congressional district for one term, but was defeated in the 1890 election by Democrat Thomas Bowman.

In June 1891, he was named by President Benjamin Harrison as Chief Justice of the new United States Court of Private Land Claims, created to decide land claims in western states and territories. He served on that court from 1891 to 1904, when he resumed his law practice in Council Bluffs
