Son of Sir John Williams, 1st Baronet of Bodelwyddan and Lady Margaret Williams. Became the 2nd Baronet of Bodelwyddan on the death of his father. Married Sarah Elizabeth Pitt Amhurst, daughter of William Amherst, 1st Earl Amherst of Arracan and Hon Sarah Archer, in 1842 in Westminster, London. He was High Sheriff of Anglesey (1832), High Sheriff of Flintshire (1836) and High Sheriff of Denbighshire (1839). Changed his name to Hay-Williams by Royal Licence on 12 May 1842. Undertook the renovation work at Bodelwyddan Castle in the mid 19th century which resulted in the house which stands on the site today. He also built Plas Rhianfa, on the Isle of Anglesey as a dower house for his wife, which was completed in 1851. Died aged 65 years. Commemorated on a stained glass window in St Margaret's church.
