Son of Carl Elmer Frank Sr and Iantha Icedor Pewthers Frank. Elmer was born in Gotebo Oklahoma and Enlisted in the Army in 1954 serving in Germany. Elmer Married Eula Faye Powers in Carnegie Oklahoma on September 7, 1959. They lived in Hobart before moving to Woodward in 1968 in 1972 he opened Elmer's Diesel Service and ran the business until he was 72 retiring and letting Family take over . Elmer was a huge street rod fan, a long time member of the National Street Rod Association he built a 1948 Studebaker pickup that went with him to all the car show events he could . he especially liked to attend the Oklahoma city show in April where he enjoyed spending time with other Rodders talking about their cars.
Elmer was a deacon of the Crown Heights Baptist Church in Woodward. He was preceded in death by his parents and Wife Faye.
