U.S. Congressman. He graduated from the law department of the University of Iowa at Iowa City in 1886, was admitted to the bar and commenced the practice law in Holdrege, Nebraska. Returning to Iowa, he continued the practice of law, was prosecuting attorney for Wayne County, (1891-95) and a member of the Iowa State House of Representatives, (1896-97). He also was a member of the board of regents for the University of Iowa, (1897-1904), Mayor of Corydon, (1901-03) and judge of the third judicial district of Iowa, (1904-23). In 1923, he was elected as a Republican to the Sixty-eighth Congress to fill the vacancy caused by the resignation of Horace M. Towner, serving until 1925. Declining to be a candidate for re-nomination, he resumed the practice of law and was appointed by the Governor of Iowa, as a member of the Iowa State Board of Parole, serving (1927-33).
