Chelt was born the son of Thomas Stephen and Margaret Mercer Feeny. At 95 years, he set the longevity record for his family. He was a graduate of Ogden High School, and attended several East Coast colleges, receiving his Doctor of Medicine at Tufts Medical College in Boston, Massachusetts. He served as an Army Captain in the Medical Corps during World War II and the Korean Conflict.

Following the war, Chelt returned home to Ogden, where he married Ruth Andrews. Together they had three wonderful children. They later divorced.

After practicing as an Internal Medicine specialist in Ogden for many years, Chelt moved to Anchorage, Alaska, a place he had come to love while serving in the Army. He would return to Ogden each year for the Ogden Surgical-Medical Society meetings, which presented him with a plaque commemorating fifty years of membership and service, including as President of that organization.

At the time of his passing, Chelt was survived by one son, one grandson, and one sister-in-law. He was preceded in death by his parents and his siblings, Thomas L. Feeny, Patrick K. Feeny, Margaret F. Pell, and Jenne F. Killingsworth.
