Samuel was educated in the common schools and at Lebanon Maine Academy. He served an apprenticeship as a shoemaker, and continued as a journeyman shoemaker in Milton until 1870. He then went to Brooklyn, N.Y., and was instructor of shoemaking at the King's County Penitentiary for eight years. In 1878 he returned to Milton and settled on his father's farm, which became his when his father died that year. He owned 140 acres of land situated on Plummer's Ridge in Milton, and worked it as a successful farmer.
Politically he was a Republican and served as Tax Collector for eight years. In 1870 he was elected to the State Legislature, and once again in 1892. In 1896 he was chosen Chairman of the Milton Board of Selectmen. He was a member of the Unity Lodge of Masons in Union, N.H., and attended the Congregational Church. They had no children.
