Raymond W. Hall Dies at 85; Headed Federal Reserve Bank

Raymond W. Hall, 85, of 221 W. 48th, a former chairman of the board of the Federal Reserve Bank of Kansas City and a former vice-president of Hallmark Cards, Inc., died Monday at St. Luke’s Hospital.

Mr. Hall was one of the early tax attorneys in Kansas City. He was the son of the late Charles D. Hall,an attorney and judge who served as president of the Linwood State Bank. He was graduated from the University of Missouri with a bachelor of arts degree in 1913 and received a bachelor of law degree there in 1915. He served as a trust officer and vice- president of the First National Bank of Kansas City from 1926 to 1943, when he became general counsel of the Federal Reserve Bank here. In 1953 he was elected chairman of the board of the Federal Reserve and served in that position through 1961. Mr. Hall became vice-president of Hall Brothers, Inc., which later became Hallmark Cards, in 1945. He served as vice-president until he retired in 1960. He later returned to private practice with the law firm of Hillix, Brewer and Myers. He was a former treasurer and member of the board of trustees of the University of Kansas City. He served on the board of governors of the Kansas City Art Institute and was a former president of the Chi Mu Scholarship fund of Phi Gamma Delta fraternity at M.U. He was a former member of the finance board of the Women’s Christian Association, which operated the Armour Home for retired persons and the Gillis Home for emotionally disturbed boys here. He was a member and former treasurer and director of the Kansas City Country Club. Mr. Hall was given the Silver Beaver Award for his work as director and chairman of the advancement committee of the Boy Scouts of America here. He was a former trustee and treasurer of the Council of Social Agencies and a former director of Community Studies, Inc., the Employers Reinsurance Corporation, the Johnson County National Bank and Trust Company and the Kansas City Life Insurance Company. He was a lifelong area resident. He was a member of the American Bar Association, the Missouri Bar and the Phi Alpha Delta national legal fraternity. He was a former junior warden of the vestry of St. Andrew’s Episcopal Church. He leaves his wife, Mrs. Anne Woodruff Hall of the home; a son, Douglas J. Hall, Phoenix, and three brothers, Decatur B. Hall, Dearborn in Platte County; Marshall V. Hall, Hiawatha, Kan., and Warren E. Hall, Weston in Platte County. Services will be at 10 a.m. Thursday at the church; entombment in the Garden Chapel Mausoleum at Forest Hill Cemetery. Friends may call from 7 to 8:30 p.m. Wednesday at the Stine & McClure Chapel. The family suggests contributions to the Book of Golaen Memories, a charitable organization of the church. Pallbearers: Eugene C. Hall; Allan E. Hall; W. Edward Hall, Jr.; M. C. Brill; Christopher Stanton; Paul Bartsch; Charles R. Hall, and Robinson Douglass.
