General Horace Allen was the son of Phineas Allen and Sibbel Bicknell and the husband of Fanny Fenton. He came to Ellicot, Chautauqua County, New York, in 1815 and was a leading early settler. He built a saw mill and was very active in civic and military affairs of the town. In 1826 he was appointed General of the 43rd Brigade.
