He was a revolutionary activist, researcher, and editor of several periodicals in Russian. He became famous by discovering a large number of agents provocateurs, notably Yevno Azev in 1908. Due to his revolutionary activities and his severe criticism of the imperial regime, including the personal criticism of Emperor Nicholas II, he was imprisoned on several occasions in various European countries. During his life, Bourtzeff fought oppressive policies of tsarism in imperial Russia, followed by the Bolsheviks and later the national socialism of Adolf Hitler.
