Joseph William Foster was born on February 6, 1860, in Alderney, Guernsey in the Channel Islands, an area under the British Crown. His parents were from England and had converted to the Church of Jesus Christ of Latter Day Saints prior to their marriage. It's possible that the family was in the Channel Islands for work. His father was a "granite stone dresser."

Sometime in 1863 the family immigrated to Salt Lake City, Utah. Joseph married Sarah Ann Simpson on April 18, 1883, in Salt Lake City. They had 11 children:

Having been taught his father's trade, Joseph worked as a stonecutter for all of his life. His wife, Sarah, passed away on December 27, 1922 in Salt Lake City. Joseph lived with his sons, Arthur, Clyde and Elmer until he died on February 23, 1933 in Salt Lake City, Utah.
