Born at Sheffield in Paul parish, Cornwall, he was the sixth and last child of Robert Harris & wife Mary (Williams) who were married at St Buryan in 1830.
He was employed around the Churchtown in Paul as a carter in his youth. By 1870 he had made his way to Plumas County, California where he worked as a "quartz miner".
He had arrived on Ruby Hill, Nevada by Jul 1879, as recorded by his name appearing on a postal list in that month. He would remain there four years.
On 5 May 1880 he enlisted as a Private at the establishment of Co. "E", 2nd Bde., 1st Div., Nevada State Militia, the "Union Guards". He was elected to the post of Second Lieutenant in the company at the annual elections in May 1882.
He served as acting company commander in April 1883 for the competition with the other company in Eureka. At stake was the survival of one company and disbandment of the other. The Union Guards lost.
Charles was back in Cornwall in 1890. In 15 April of that year he signed as a witness at the marriage of his niece Mary Ann Harvey. He was retired and living with his sister Mary Ann Harvey in 1891.
He thereafter went into business as a market gardener.
In 1905 he married 42-year-old Annie Curnow Bodinnar.
He died in 1913 leaving £2533 to his brother John James Harris, who had been at Ruby Hill the same time as him.
