Helen is a daughter of Charles William Whetten and Ivy Tietjen - the fourth of their five children. Her mother died when she was six years old shortly after the birth of her youngest brother, Charles.

Helen married Hilven Cluff on September 3, 1942 in Colonia Pacheco, Chihuahua, Mexico. They became parents to eight children: LaVerne, Klint, Vona, Charleen, Rodney, Derril, Ivelen, and Rebecca. They raised their children in the Mexican Colonies and in Arizona spending most of their lives in Colonia Pacheco.

When the children were raised they served two missions for the LDS Church and eventually moved to Arizona.
