Toy Crocker was born in Louisiana, presumably in Grand Parish where the 1880 census listed him at age two. He had an older sister named Eugenia and two younger siblings, a sister named Savannah and a brother named Oliver.

The Crocker family moved to East Texas and on July 16, 1913 at the age of 36 Toy married 39-year-old Sarah ("Sallie") Frances Fitzgerald, daughter of John Edgar Fitzgerald & Lizzie (Lunsford) Fitzgerald. Toy and Sallie were unable to have children.

Toy was described by his nephew's wife (Emma Curtis) as being "a cut up," always laughing and making jokes.
