Henry is the first son and third child born to James Wellington Rock and Lillie May Stevens. There were eventually nine children in the family. Henry grew up in the small southeastern Idaho community of Hibbard, west of Rexburg and somewhat isolated by the rivers that surround the area.

Henry registered for the World War I draft in Hibbard on June 5, 1917. He was single and working as a mason. He is described as tall with gray eyes and brown hair. Henry served in World War I and later in World War II.

On June 12, 1920 in Saint Anthony, Idaho, Henry married Florence Sommer. They had known each other since childhood. By 1930 they were in California where they raised their son and spent the rest of their lives.
