He was the 3rd of 6 children born to Martin Earl and Maude Faye Musgraves Phillips
He married Margaret "Peggy" Joy Neel on May 15, 1954, in East St. Louis, Illinois. They are the parents of two sons, Gregory Lynn Phillips, June 27, 1964 and Douglas Andrew Phillips, February 8, 1968.
Gene attended Southwestern Baptist Theological Seminary in Fort Worth, Texas from 1957 - 1960, and graduated with a Doctor's and Master's degrees in theology. Among the churches he pastored was University Baptist Church in Peoria, Illinois, (later named Woodland Baptist Church) where he served as Senior Pastor from May 1970 until his resignation in September 1986, following a call to serve as Senior Pastor at Mililani Baptist Church, in Mililani Town, Hawaii. Upon his retirement on August 17, 1997, Gene and Peggy returned stateside from Hawaii, settling in Wayne City, Illinois, where shortly thereafter, Gene accepted the call to serve as Part Time Interim Pastor at Wayne City Baptist Church. He served in this position for seven years, and then relocated permanently to Ocala, Florida in 2004, where he lived out the remainder of his life.
Gene was preceded in death by his parents, one brother, Earl Ray Phillips, and one sister, Lenora Mae Thomason. In addition to his wife and two sons, also surviving are two brothers, Claude Franklin Phillips, and Chester Leon "Chig" Phillips, and one sister, Marilyn Sue Niccum.
