Los Angeles County Municipal Judge, serving for 28 years, from 1930 to 1958. The son of George and Mary (Dyal) Parent of Abilene, Kansas, he was raised by his stepfather Joseph White after his father died in 1882. Among his many achievements, in 1927 he successfully lobbied for the establishment of a municipal airfield near Inglewood, which is now the Los Angeles International Airport. Husband of Alice (Sterl) Parent, they had two daughters. From his obituary in the Los Angeles Times, June 20, 1960:

Frank D. Parent, 81, retired Municipal Court judge, died Saturday night in St. Vincent's Hospital after a seven-month illness. Judge Parent, born at Abilene, Kan., coached President Eisenhower on championship football and baseball teams of Abilene High School in 1905-09. He served as county attorney and was co-owner of the Abilene Chronicle before moving to California in 1910. He lived in Inglewood. The Frank D. Parent Elementary School was dedicated as a 'living memorial' to him last May 15. Funeral services will be conducted at 10 a.m. tomorrow at the Hardin and Flanagan Chapel, with entombment following in the Mausoleum of the Golden West, Inglewood Park Cemetery. Judge Parent served on the bench for 28 years before retiring in 1958. This included interim appointments in Long Beach and Los Angeles but most of the service was in Inglewood. In 1927 he headed a committee which picked the present site for Los Angeles International Airport and took first steps toward its construction. He was an owner-partner of the Inglewood Realty Co., 1910-41; first president of the Inglewood Realty Board, 1922-24; charter board member of the Inglewood Chamber of Commerce in 1922 and its president in 1925 and charter member of the Rotary Club and its president in 1930-31. In 1942 he was president of the Inglewood Bar Assn. Judge Parent had also served on the Inglewood Union High School District board of trustees 15 years and was a founder of the People's Federal Savings and Loan Assn. in 1923 and a director since its founding. In 1950-52 he was honorary chairman of the $2 million drive to establish Daniel Freeman Hospital. ..In 1942 the Inglewood unit of Alcoholics Anonymous chose him as one of the first non-alcoholics affiliated with the organization. It named him honorary chairman and described him as 'the most humane and understanding judge in Southern California.'"
