The ninth Premier of Victoria. He emigrated to Australia in 1847 and six years later moved to Victoria. He became a leading merchant, a Director of the Bank of NSW and President of the Melbourne Chamber of Commerce. Elected as a representative of business interests he served in several governments, and when the opportunity came he was elected Premier in June 1872. The politics of the time were dominated by education and land issues, and while he was successful in piloting through the Education Act in 1872 he didn't have the same luck in solving the deadlock between the Assembly and the Council on land disputes. This led to him resigning in July, 1874. He then served in the government of James Service in 1880 but retired from politics in 1884 and died that year.
