Albert attended Prince of Wales College, in 1880, he entered Cheltenham Proprietary College, in Gloucestershire, England, the school being known at the time for educating the sons of gentlemen. He was an outstanding amateur rugby player; his interest in the sport remained with him his entire life.

He was a barrister. In 1895, he joined the established practice of Peters and Peters, eventually becoming a partner. When not engaged in legal matters, or managing his father’s interests, he stood as a director in both The Charlottetown Steam Company and The Telephone Company, and as secretary of Charlottetown Light and Power.

Like many established gentlemen, he was part of the Prince Edward Island militia, serving for 14 years with 'L' Squadron, Canadian Mounted Rifles, becoming its Second-in-Command. At 49 years old, now a Major, he volunteered to be 2nd Lt. Commander of the 6th Regiment, Canadian Mounted Rifles arriving in England in 1915.

Having returned to Canada and again enrolling in the militia, now in the 105th Battalion and promoted to Lieutenant Colonel Ings was appointed its Commanding Officer.

Upon returning to Prince Edward Island, he served as a Lieutenant with 56th Field Company, Royal Engineers.
