20th Constitutional President of the Republic of Ecuador. He served from September 1, 1920 to August 31, 1924. Prior to becoming president, he worked for a number of publications as a reporter and editor. In 1897 he was elected Secretary of the Chamber of Commerce and Trustee of the Guayas Philanthropic Society. He then became a lawyer and was elected deputy for the Province of Esmeraldas in 1898. The following year, he chaired the senate. For a short time, he was minister of the interior. He is best remembered for bolstering the economy during the cocoa crisis, initiating infrastructure projects and providing electric service to cities. He initiated the first regulations regarding the oil industry. He developed national aviation and founded the Ecuadorian Air Force. After he left the presidency, he was appointed President of the Guayaquil Municipal Council. He then lived with his son José Luis and as a result of the revolution of May 28, 1944, he went to accompany him in prison, remaining seven days in the barracks until his son's release was ordered and both returned to their homes.
