Seneca was the youngest son of Samuel Merrill and Francis "Fanny" Bancroft.

His father died a year after he was born, and things were very rough for his family. At the age of ten he went to live with his brother, Sherburn, and was a member of his household until he was forty-five. At the age of 30 he went into business for himself as a junior partner in the firm of "S.R. & S.S. Merrill," carrying on starch manufacturing at Kiddersville.

On Jan 10, 1871 he married Emma Lombard, daughter of Dr. Lyman Lombard and Betsey Loomis. She died in March 1872.

In Feb 23, 1876 in Colebrook, NH he married Arvilla (Piper) Pitkin, daughter of Thomas Piper and Esther Beecher, and widow of Samuel P. Pitkin.

They had a son Seneca Sherburn. And he raised his wife's daughter, Mildred Isabel Pitkin.

In politics Mr. Merrill was a Democrat; a Selectman in 1866 and 1867; county commissioner in 1867, 1868 and 1869; represented Colebrook in the state legislature in the state terms of 1880-1881; and was supervisor from 1883 until March 1886.

He was interested in Freemasonry, and for 25 years was a member of Evening Star Lodge, of which he was treasurer for 20 years. He was a Royal Arch Mason of the Franklin Chapter of Lisbon.
