Cee attended Mt. Carmel Baptist Church. She attended Winston County High School.
Visitation will be held on Friday, March 8, 2019 from 1:00 pm - 2:00 pm at Houston Baptist Church where services will be held at 2:00 pm. Burial will be in the Houston Methodist Church Cemetery.
She is survived by her sisters, Tom Era Rowe and Lena Belle Henderson and her husband Parnell.
Cee was preceded in death by her husband, L.V. Carter; parents, James Samuel Speer and Dora Burdick Speer; brothers, Jim Speer, Burdick Speer and Jack Speer; and sister, Georgia Belle Speer.
