Starks, 59, of Pasadena, Texas, died Tuesday in a Houston hospital.
He was a native of Louisiana. He was the owner and operator of Big Three Refrigeration.
Survivors include his wife, Sandra Starks of Pasadena; three sons, John Willie Starks of Pasadena, John Randolph Starks and Martin Douglas Starks, both of Tyler, Texas; three daughters, Stacy Ann Starks of Pasadena, Sherry Harvey of Tyler and Donna Gail Bibby of Tyler; his mother, Annie Starks of Pineville; five sisters, Sylvia Downey of Pineville, Edith Lafargue of Keithville, Georgia Atwell of Pollock, Bobbie Smith of Tioga and Mary Monk of Oden, Ark.; three brothers, James Edward Starks of Bentley, Walter Clifford Starks of Tioga and Harvey Richard Starks of Dry Prong; and ten grandchildren.
