Frances was born in Knoxville, Tenn., on June 1, 1920, to Charles C. and Lydia E. Robertson Cook and graduated from Knoxville High School in June 1938 during the Great Depression.
During high school, she joined the hiking club and later joined the Smoky Mountain Hiking Club and continued hiking trails in the Appalachians well into her 70's.
After high school, she went to work for S. H. Kress creating wall designs. While working in the art department at S. H. Kress, she received a scholarship to The School of Arts in Nashville, Tenn. While enjoying her classes, she realized the need to earn a living and went to work for the Tennessee Valley Authority. Her father, being a career Navy man, inspired Frances to enlist as a WAVE in the United States Navy during World War II, working under the vice chief of Naval Operations at the Pentagon. This is where she met James, who was also in the Navy, stationed in Washington, D.C. They were married on April 24, 1943, in the New York Avenue Presbyterian Church in Washington, D.C., by the Reverend Dr. Peter Marshall.
Frances retired from the State of Georgia after 34 years of service with the Division of Vocational Rehabilitation Services. She was a member of the Daughters of American Colonies, The Daughters of the American Revolution, the Statesboro Historical Society and Statesboro's Spade and Trowel Garden Club. Frances was a member of the Statesboro First Presbyterian Church.
Cookie and James enjoyed retirement life in the woods at Quail Roost in Statesboro, Ga., where they hunted, fished, trained hunting dogs, raised quail and spent time with their grandchildren. Her only fault with James was that he brought her to the flat lands of South Georgia. Cookie loved the mountains.
Mrs. Deal was preceded in death by her parents, husband, James S. Deal; son, James S. Deal, Jr.; and sister, Charlise Walker.
Frances is survived by her daughter, Judy Deal Gilbert (John) of Macon, Ga.; son, W. Roscoff Deal II (Sally) of Savannah, Ga.; grandsons, William J. Gilbert IV (Lori), James D. Gilbert, Charles M.
