The Norvell family established itself as community leaders, and Norvell himself became a prominent local lawyer, gaining admission to practice at Canton in 1853. On July 21, 1857, Norvell married Lucinda Holloway in Jasper County. In 1859 Norvell won election as representative for Jasper County to the Ninth Texas Legislature. By 1860 Norvell was worth $1100 in personal and real estate property. In September 1875 he represented Jasper County in a Constitutional Convention convened to reorganize the state judiciary branch and establish the Texas Court of Appeals.
