Prime Minister of Spain. He served as prime minister on three different occasions. First, from 1 December 1905 to 6 July 1906, second from November 30, 1906 to December 4, 1906 and lastly from October 21, 1909 to February 9, 1910. Prior to becoming prime minister, he studied at the Universidad Central in Madrid and became professor of political economy in 1858. In 1863 he was elected representative to parliament. He was re-elected in 1868 after the Revolution of 1868 and took part in the writing of the new Spanish Constitution of 1869. In 1870 he was Overseas Minister of Overseas and In 1871 he was Minister of the Treasury. In 1872 he was appointed ambassador in London. Returning to Spain, he was again elected deputy in 1879. In 1883 he was appointed Minister of the Interior. In 1897 he was Minister for Overseas Colonies. He then became prime minister. He is best remembered for his support of the military and having the Jurisdictions Law approved. After leaving the post, he became the 155th president of the Congress of Deputies, a position he held until death.
