US Congressman. He graduated from St. Mary's Academy and worked in a variety of occupations before entering the real estate business. In 1906 he was elected to the New York Senate, serving until his election to Congress. In 1916 he was elected to the US House of Representatives as a Democrat. Sullivan was reelected eleven times and served from 1917 until 1941. As a Congressman, he was known for concentrating on constituent service and voting in concert with other New York City Democrats, making no speeches during his entire congressional career. A longtime member of New York City's Democratic organization, Tammany Hall, in 1937 Sullivan became the organization's leader. He held the position until losing a February 1942 vote held in reaction to the organization's two consecutive mayoral election defeats.
