Richard, "Richie", lived alone in Wappingers Falls, New York. I (this contributor) stand to be corrected but it is my understanding that he was severely injured in an accident a number of years ago and was mentally impaired as a result. He would walk around town almost daily and was known to step into oncoming traffic, holding up his hand in a stop motion almost like a traffic cop would do, to the oncoming traffic, apparently without a concern about whether they would actually stop or not. This contributor spoke with him on a number of occasions as he walked past my home and he seemed rational though possibly a little slow when he spoke.
