Born at Point Douglas, Manitoba on 31 December 1849, the third son of Senator John Sutherland and his wife Janet, he was educated at Kildonan Public School, St. John's College (1867-1869), and Manitoba College, after which he taught at Kildonan East. He went to Toronto in 1874, was Commissioner for Manitoba to the United States Centennial Exhibition (1876), and receiving a BA degree from the University of Toronto (1877). He then studied law in Toronto at the office of Beatty, Chadwick, and Biggar. He completed his legal studies in Winnipeg and was called to the Manitoba Bar in 1879.
In 1878, he was elected to the Legislative Assembly representing the Kildonan constituency. He was appointed Attorney-General in 1882 and Provincial Secretary in 1883. Following three weeks of illness from typhoid fever, he died at the Kildonan residence of his father on 7 March 1884, and was buried in the Old Kildonan Cemetery. His funeral procession was nearly a mile long, with the courts and Main Street businesses closed until out of respect. He is commemorated by Sutherland Avenue in Winnipeg.

This distinct marker was made by the Monumental Bronze Co. of Bridgeport, Connecticut, USA. The Zinc or "White Bronze" monument were cast in Connecticut, then shipped to affiliate resellers where they were assembled and delivered to the customer.
