Henry Rugen and his family helped operate a saloon with his brother Herman Rugen at 40 South Street. New York City tattooers Edwin Thomas and Sam O'Reilly worked at this location, as did Philadelphia tattooer Stephen Lee. It's not clear whether they were directly associated with Rugen or there presence in the same building was a coincidence.
