From 1869 to 1877, Herman Rugen operated a saloon in New York City's 4th Ward at 42 Oak Street, where preminent tattooer Old Martin Hildebrandt, plied his trade c. 1872-1877 (and possibly earlier).

Herman Rugen later operated a saloon with his brother's family (See Henry Rugen) at 40 South Street. New York City tattooers Edwin Thomas and Sam O'Reilly worked at this location, as did Philadelphia tattooer Stephen Lee. It's not clear whether they were directly associated with Rugen or there presence in the same building was a coincidence.

Rugen-On February 1, Herman Rugen, aged 46 years. Funeral will take place from his late residence. No. 40 South st., on Friday, February 3, at half-past one P.M. Relatives, friends, and members of the following lodges are respectfully invited to attend: -United Brothers Lodge 356 F. & A.M.; Hon. Grand Lodge of the State of New York, A.O.G.F.; New York Encampment, No. 4, A.O.G.F.; German Pak Lodge, No. 7, A.O.G.F, and the Citizens’ Horse Guards.”
