Born November 16, 1935 in Wichita, Kansas, he was the son of Henry and Gertude (Whitticar) Wheeler. He was raised and received his education in Wichita graduating from Wichita East High School. Because of a medical condition, he was not able to join the Armed Services. As a young man, LeRoy worked in retail grocery as well as at Boeing Aircraft. He was united in marriage to Janet Lee Bruhn on June 16, 1957 in Wichita. The couple made their first home in Wichita and moved to Wellington in 1962 to manage Harry’s IGA. In 1972, they moved to Winfield and bought Albertson’s A.G. Grocery Store. In 1975, he opened a new Wheelers IGA in the 300 Block of East 9th. He continued to own and operate the grocery store until selling it in September of 1991. In 1996, the couple moved to Fort Scott, Kansas and operated two Gene’s IGA stores. LeRoy retired in 2000 and moved back to Winfield. Janet preceded him in death on March 25, 2015.

LeRoy was a member of Tisdale United Methodist Church. He enjoyed being a community volunteer. He was the Secretary/Treasurer of the Brothers in Blue Prison Ministry Program. He also volunteered with Meals on Wheels and William Newton Hospital Auxiliary. He was active in church, serving on different committees including being a substitute teacher in his Sunday School class.
