Cliff was born in Mandan on April 11, 1943, to George and Hilda Keller. He grew up in Mandan and obtained a bachelor's in accounting at University of North Dakota, Grand Forks. He joined the North Dakota Army National Guard in 1967 as a second lieutenant and retired in 2007 as a lieutenant colonel.
In civilian life, he was an auditor in the North Dakota State Tax Department and partner in a local accounting firm. He helped preserve North Dakota history through his positions as director of the North Dakota Heritage Foundation and director of the North Dakota Heritage Commission. Most recently and until his retirement last year, Cliff was executive director of the North Dakota State Board of Registration for Professional Engineers and Land Surveyors.
Cliff was co-sponsor with his wife, Sharon, in creating the North Dakota National Guard Explorer Post and president of the North Dakota National Guard Officers Association. Among other interests, he was an avid fisherman, a certified public accountant and an enthusiastic reader. He was very active with the Bismarck Public Library, serving as both president of the Friends of the Library and a member of the Bismarck Public Library Foundation.
He is survived by his daughter, Michelle Keller, Annandale, Va.
